The Future of Federal Student Loans

On Tuesday, March 31, the New America Foundation’s Education Policy Program hosted “The Future of Federal Student Loans” This event featured representatives from the Obama administration, the student loan community, and New America’s Education Policy Program to discuss the pros and cons of the President’s proposal to stop guaranteeing federal student loans and to instead make the loans directly.

On Feb. 26, the Obama Administration laid out a bold plan to expand financial aid, paid for in part by ending the Federal Family Education Loan (FFEL) program and instead contracting with companies to service loans. This proposal is controversial in the lending community, the higher education community, and on Capitol Hill.

Phuture Phoenix Grant Press Conference

GREEN BAY — Officials at the Great Lakes Higher Education Guaranty Corporation like what they see in the Phuture Phoenix program at the University of Wisconsin-Green Bay. In fact, they want to see more of it.

Great Lakes Higher Education Guaranty Corporation chose the Phuture Phoenix program to receive a portion of the 2009-10 Wisconsin College Access Challenge Grant to replicate the pre-college awareness program at another state college or university. The effort was announced at a press conference on campus today, Tuesday, March 24.

This model program takes a year-round, year-in-and-year-out approach that provides students with the support they need to help them stay on track toward high school graduation and enrollment in college, UW-Green Bay Interim Chancellor David Ward said of the Phuture Phoenix program.

A $125,000 grant will be shared between UW-Green Bay and another Wisconsin college or university to duplicate the success of Phuture Phoenix, including the promotion of academic achievement and the programs mission to help every child pursue higher education.

Phuture Phoenix began in 2003 and has since served more than 6,100 schoolchildren from low-income elementary schools in Green Bay, West De Pere, Oneida Nation and several outlying districts. The programs signature event is an annual tour of the UW-Green Bay campus for about 1,300 fifth-graders from elementary schools with significant poverty rates. As the children visit UW-Green Bay and experience college, they are encouraged to be excited about education, eventual high school graduation, and the possibilities for college, university or technical college careers. For many students, visiting a college campus is the first step toward feeling motivated to attend college.

Hundreds of UW-Green Bay students volunteer each year to serve as hosts and role models for the fifth-graders during these Phuture Phoenix Day activities. They also conduct follow-up visits to elementary schools. UW-Green Bay students provide continued contact and additional mentorship during the middle and high school years, tutoring more than 900 students annually throughout Brown County. Tutoring in schools is aimed at raising student attendance, improving academic success and increasing high school graduation rates for at-risk students.

This exciting opportunity to replicate our pre-college program on another Wisconsin campus strengthens our ability to reach more students and send the message that a college degree is possible, said Phuture Phoenix Director Kim Desotell. We know that a college degree improves overall success and doubles average income. This grant ists to leverage our Phuture Phoenix mission throughout Wisconsin and make college admission a reality for low income students that may never have been encouraged to think about higher education.

Officials at Great Lakes saw a need for more programs that inspire the states youth to purse a college degree.
We are excited about this partnership and are confident that replication of the Phuture Phoenix program will be of great benefit to the students of Wisconsin, said Maria Bundy, director of College Access Advising for Great Lakes Higher Education Guaranty Corporation.

Phuture Phoenix was invited to compete for the grant with top pre-college programs throughout the state. The initiatives goal is to add to statewide efforts to help every child achieve a higher education in Wisconsin.

Students say college misled them

“The sales pitch said Westwood is accredited; students said that led them to believe the school has the same academic status as well-known colleges and universities. But the sales pitch doesn’t mention the fine print on the back of the contract, which said “Westwood College of Technology makes no guarantee of credit transfer.” In fact, these students found that when they presented their Westwood transcripts to other schools, the reaction was anything but positive.”You can just keep this … because we don’t recognize this institution as a school,” Moers recalled one school’s representative as saying. Westwood is headquartered in Denver, and claims it’s been around for more than 50 years. However, Colorado state incorporation records indicate the current owner began business in 1986. …talk with News 8 about complaints against the school, but when a crew got there for our scheduled interview, two representatives from the home office met them outside. “We just received notice that we’re going to be preparing for some litigation,” one of those representatives said, refusing to allow the News 8 crew to go inside. 67 former students have just sued Westwood College and its parent corporation for deceptive trade practices and breach of contract. “It’s blatant fraud,” Johnson said. “The school sold them a bill of goods; not only do they have more debt, but they spent a lot of time wasted and they have a degree that they cannot use.”Westwood officials said the school does not gurarantee employment. They also said the college is accredited, and said the school is eager for a face-to-face interview - which has not yet happened.”
“Westwood is expensive, from $27,000 to $34,000 for about a year and a half of classes. That’s as much as a year’s tuition at Harvard, or four years at UT-Austin. Brazell said. “We were trained to make them ‘feel their pain.’” And pain is what Katrina Vargas, a single mom, felt after completing her degree at Westwood. “Now I’m a single mother, still, and I’m in so much debt,” Vargas said. “I have marks on my credit, I can’t pay for my daughter’s needs … my mom has to help me.” “I got people in financial jeopardy rather than getting into a career,” Brazell said. “They made bets with me on how many students I would enroll.”

Sallie Mae did not bother to notify students they were being charged a whopping 20,000+ for one year, through federal student loans program (FAFSA). $20,000 + for just one year toward a worthless certificate that is not even accepted by legitimate Colleges/University.

Sallie Mae doesn’t care about law… after numerous requests for forbearance forms, Sallie Mae has refused to send them. They promised back in November 2008… but failed to do so, when I made attempts to work out something to pay them. THEY REFUSE TO DISCUSS FORBEARANCE FORMS WHICH IS ILLEGAL. Instead, I have the emails where they simply sent more harrassment. In November 2008 (knowing they’d already conned me out of $20,000 through student loans) I gave them my bank routing and account number, and they proceeded to debit 2.5x the amount. I filed complaint with my bank, and they advised to open a new bank account. They said legitimate financial institutions do not do what Sallie Mae did — breach of contract, withdrawing 2 and a half times the agreed amount.
